Takedown does not use iCloud Photos for sharing video. Indeed, if iCloud Photos is enabled Takedown can exhibit some unpredictable and unwelcome behavior. iCloud Photos synchronizes your photo library with the cloud and other devices so if you delete an on-device video in Apple Photos, that video will be deleted in iCloud Photos and on all of your devices. Typically, this is not the desired behavior for Takedown users. The typical need is for backup, not synchronization. iCloud Photos also has some other behaviors that will cause Takedown to fail in unexpected ways. So, if you want to have the best Takedown experience and minimize problems, turn off iCloud Photos on your Takedown iPads.
iCloud Drive -- part of the iCloud platform, but different from iCloud Photos -- can be useful for retaining copies of your original Takedown-recorded videos. Once you've uploaded your Takedown-recorded videos to your YouTube account, you can use iCloud Drive as an off-device (cloud) storage location for your original videos. Then, you can delete the on-device copy while retaining the original in the cloud in iCloud Drive. You can also use cloud services like Dropbox, Google Drive and Google Photos for the same purpose -- the choice is up to you.
